WC Zenith Carb Flooding

I pulled my 1941 WC out last week to start tinkering with. Got the gas tank flushed out and the sediment bowl unplugged but when I turned on the gas, it just started running out the air inlet like the needle was stuck. Put a carb kit in it and adjusted the float to (1 5/32" gasket face to opposite float face with main jet needle backed out 2 turns as per I&T manual) but it's still doing the same thing...turn on the gas, and it floods the bowl and runs out the air inlet. What step am I missing or what do I need to adjust?
 
No I didn't. I did put it in the chem-dip bucket over night with the rest of the parts and it was still floating the next night when took it out.
 
Well if you did not weight it down it would be likely to still float even if bad due to no weight on it. Also if you replaced the needle and seat and the needle is a rubber tipped one you need to either put a set in it or use it till it sets it self
 
So I should probably take the float out and submerge it for a while and see if it takes on liquid?

How do you set the needle? By use it till it sets itself, just let it dribble gas until it quits?
 
The way you put a set in the tip of the rubber tipped needle is you take and open the carb. Pull the float and then drop the needle in the seat. Then tap in the needle a few times with the end of a wrench or other such thing. Then pull the needle back out and look at it. You should see a ring in the tip and that is putting a set in it. Learned that from a carb guy who has been gone for well over 15 years now
 
I submerged the float in water for about 10 minutes...no leaks, so thats good.

Then I set the needle and that did the trick! At 75 years young and after a 20 some year nap, it lives again!!
