My starter has play in it about 1/4" in and out is that normal the bolts are tight.
Also if the engine stops in a certain position the gears won't mesh and it grinds until I move it a touch with the crank. Maybe this is from the double speed from 12v
 
Starter should lock in tight. Does it have the single cone tip blot that holds it in?? If yes is it the correct cone bolt or did some one put in the wrong type of lock in bolt.

As for having to turn it some for the starter to work that is a common problem and the ring gear is going bad and sooner or later it will need to be replaced
 
It does sound like you need to change the ring gear on the flywheel, on your WC. The ring gear, on this site, is under $50, but you can flip the old ring gear over and re use it, (if it hasn't already been flipped.) After removing the starter, you can look thru the starter hole, and inspect your ring gear, have someone rotate the engine, with the crank, while you look at the ring gear. In either case, you need to remove the fly wheel to flip , or replace, the ring gear. Also would be a good time to inspect your clutch, and throw out bearing.
 
And it will engage better if you go back to the 6 volt system. I've used 12 volts to start some of my WC's and 12 volts sometimes spins them too fast for the mag.
They actually start after you let go of the starter switch as the RPMs get slower.
