WD foot clutch sticks

My '53 WD has developed a new problem, the foot clutch sticks. It's almost always stuck when I start the tractor, lately I've been putting it in gear and THEN starting the tractor. It jumps a bit then the clutch releases. But even after it's been released you can drive along for a bit, push the clutch down and the tractor keeps on driving. If you stand on the brakes you can get the clutch to release and the tractor to stop. What could be causing this? How can I fix it? It can get kinda exciting to drive up to a closed gate, punch in the clutch and the tractor keeps going!
 
Disc spline ID needs to slide a bit when clutch pedal is down to release correctly when you want to stop. If it doesn't the flywheel side will still have some friction to keep it moving. It might help blocking the clutch pedal down when tractor is not in use, some combines need that done too. If the sticking is due to a really rusty surface use high gear and make it warm by slipping it some, did that on an old Fiat car once that helped.
 
it may have oil from the rear engine main seal,slipping clutch will help burn it off.if you need to stop tractor and it won't use your hand clutch.
