D14 lift arm problem

Both hydraulic levers to the left of the steering wheel need to be down. This means horizontal or more. In the case of the longer lever, below horizontal is the lowering position. When the arms are down, do they raise up when the engine is running?? It is somewhat normal to have to stand on the arms to get them to actually go down from clear up. Not all lift arms will drop by gravity.
 
Should the arms, when in the up position, be so "stiff" that I can't pull them down by hand? If so, how do I hook up to the plow?

On my 14 if the arms are raised all the way up, with both levers pulled down, the arms won't move until I force them a little, then they drift down on there own, always will when something is hooked to them.
 
If you have both levers in the correct down postion. The arms should come down with relative ease, all be it very slowly. I am guessing that you have some crud in the pump and/or valve assembly and your return valve/check ball is sticking or it is out of adjustment. If you have a manual it should tell where it is located and whether or not it is adjustable.
