Number of reason you do not want to weld it up.

If you ever have to split the tractor to say replace the clutch you can not do so with out cutting the shaft. And that is just one of a number of reason.
 
I assume you are talking about the 2 bolts that secure the arm to the plate on a wide front. Mine weren't totally stripped out to the extent that the bolts wouldn't bite at all so with a generous amount of JB Weld I put them back in and marked the bolts to make sure they weren't backing out. So far so good.
