I recently hooked 6ft bush hog to back of my 1953 wd45 found shear bolt was missing-in the pto shaft near the gear box,, odd,, so I replaced with grade 3 or so parts store 7/16 bolt, ran fine for awhile then hit some small brush and sheared it again, how hard of a bolt can I put in there w/o tearing pto outa tractor, the bush hog does have slip clutch, not sure if it works,

Grade 3. I carry a bag of them with me. Use a lock
nut and leave the bolt loose. If it can w move up and
down it will last a lot longer.

Disassemble the slip clutch, clean it, and reassemble, only tight enough to pull a reasonable load.

I think the bolt on my WD is 1/2"? I don't use the PTO much so I don't know for sure and don't have
a clue as to the proper grade.

That"s not a shear bolt,,,,thats why your mower has a clutch,,you need to get proper bolt for that it is a shoulder bolt

I use the original type bolt (Shouldered) and because I do not like the prospects of it breaking or coming loose and striking the Transmission casting, I Drill through the Bolt Head and the Nut end and Safety Wire it in place...

I have never broken that bolt, but I do use Slip-Clutches.

As everyone advised and I suspected the slip clutch wasn't working, I used a grade 5 7/16 bolt, lock tight on the nut, then loosen my slip clutch, tightened it, marked and used it, noticed the marks had moved and got a little smoke outa her in some briars, much better, thanks again for the input
