is Allis Chalmers B worth restoring

I am Ivor from UK.. yesterday I had very good replys concerning renewing final drive seal on my WF .. I have another question concerning my Allis B it is bow axle the front wheels are held onto hubs by rivets and there are no holes for front side weights.. is it early model???
the tractor is in poor condition the front and rear rims are rotted it is stuck from standing and when I removed plugs there is a lot of carbon inside it is miracle how it ran at all.. the small gas tank is rotted and I can see daylight through bottom of kerosene tank it will cost a lot more to restore than it's value I cannot decide what to do I do not want to break it for spares i have been welding for many years so i could make new gas tank and repair kerosene tank
i would like some opinions from over the big pond
 
With riveted front wheels that makes it a 1939 tractor. I think that was the only year that they did that. I have a spare 1939 front end if you need parts.
