I know on a M @ W hand clutch there suppose to be engaged so those shiny clutches don't draw moisture from the air and start to rust.
 
Could it be just dragging? If you are trying to put the transmission in gear using only the hand
clutch it won't work most of the time. The clutch runs in oil and is a multi plate clutch and the
oil gets in between the plates and causes it to drag. It is only really to stop the tractor to
allow the PTO to still function for a while, to tie a roto baler bale, catch up with a heay area of
hay while baleing, or bush hogging, etc. And it works good for this. With thick oil and the clutch
disengaged you may still be able to drive around some, but if you hit the brakes the tractor will
stop. When the oil is warm and thin, especially if you put "tractor lube", or 20 weight oil in the
transmission and differential, (same gear box) you cam sometimes shift using only the hand clutch.
The hand clutch is rugged and will take a lot of slipping if you don't over do it. 45s had 5
plates, WDs 3. Again many WDs may now have the upgraded 45 clutch.
 
I should have added that if your clutch is truly stuck you can probably free it without splitting the tractor, (if you can't free it by just using the tractor with the clutch disengaged until it decides to let go). If you take the battery box of and the clutch cover off there is the hand clutch. It has 3 pairs of two cap screws holding it together with a shim pack under them. With the clutch disengaged if you take out the cap screws you can probably carefully pry the plates apart one by one. Keep track of where the shims go and don't mix up the shims from one to the other. They should all be the same thickness. I took the clutch out of a WD that had sat for maybe about 25 years and it wasn't stuck, and part of that time there was no oil in the transmission, the PTO had been removed to put on another tractor, draining the oil and the opening was left open. I hope yours isn't stuck, just dragging.
