Putting a rim and tire back onto a allis B. Have a ?

I took the rim and tires off to paint the tractor and didn't notice that 1/2 (2) of the clamps had eccentric bolts on each side. I'm assuming there must be a good reason and a correct way to distribute the clamps when remounting the tires back onto the tractor. Could some help me with the proper procedure so no one get hurt?

The 2 that are on cams sit side by said and the other 2 sit side by side. The 2 that are cammed you have to turn them so the rim is then locked into the 2 that are not cam type bolts. Even then some times one can have a wheel fall off. BTDT and having one fall off or try to fall off is not fun
 
Bolt the two plain ones on first. Then turn the wheel so they are at 4:30 and 7:30 and put the rim in position under them, lower the jack till the tractor is resting on the rim. Then
install the eccentrics and turn them o the cams are as far out (away from the axle) as possible and tighten them.
