D-21 power steering

I have a D-21 that I am working on and the power steering turns vary hard, I have the front end jacked up and still turns hard, Hyd works O.K. full of oil, want should I look for, spindles are loose and free. Thank You
 
I don't know about one of them, but on the smaller tractors, a separate section of the pump powered the steering, or there may be a priority valve built right into the pump. So I'm guessing you have a hydraulic issue, even though the rest works OK. Maybe the steering motor also?
 
At the rear of the hydraulic pump, on the top of the pump, is a hex plug that takes a 7/8" wrench (??memory says 7/8"). Remove the plug....remove the spring....use a round file or a bolt or a piece if coat hanger wire and hook inside of the priority valve spool and pull it up out of the pump and polish it until it will slide freely inside the pump.
