I cannot say they are or are not the same but I have switched them over the years and have one in a C that will fit both the B/C and the WD/WD45
 
According to a site that I can get Allis Chalmers starters from the D10, D12, D14, WD, and WD45 are the same. They are 6 Volt starters. There has to be a big difference between the WD-WD45 starter and B-C starter because the price of WD-WD45 starter is around $450.00 and B-C $275.00 and these are remanufactured starters.
 
The starter I have on one of the Cs I have will fit the B,C,WD,WD45 and probably others but it is drilled with 2 mounting holes so it is an odd one
 

i needed to replace the starter on my 51 WD45. little did i suspect at the time that my tractor was really a WD. the starter sold to me for a WD45 works fine.
 
Starters from 1948 WD thru 1957 WD-45 GAS will all interchange and fit. There is a difference however, between a real Delco WD-45 starter over a Delco WD starter, and that is the fact that there is a center armature bearing on the WD-45 starter to support the armature from bending when under load. Problem is, all of those tractors have had at least one starter swap in the last 60 or 70 years, so who knows what is on them now. The WD-45 engine took more oommpf to get it to crank with 6 volts, hence the additional bearing inside the starter.

i feel good about it now. the way i read that, while there may be a potential issue down the road, in terms of longevity, if u put a WD starter in a WD45, there should be no issues the other way around. i'm real comfortable with using a starter that might be heavier duty than i needed.
