Removed the Governor and Now won't Run

I removed the governor cover and the governor unit inside so I could access the bottom bolt on the water pump when I replaced it. I didn't realize it mattered as to where the governor unit was installed when I put it back together so I stuck it back in and now the tractor won't start. I guess it could be coincidental and something else wrong but someone told me I probably got it out of time. If so, can you please help me step by step to get it fixed? I haven't Re-installed the radiator yet so it won't be hard to open it back up if needed. I did put the #1 cyl (closest to radiator) at TDC on compression and the rotor pointed between #1 and the next going clockwise.

Did you go to AGCO parts and study the different thermostat housings?

With #1 @TDC on compression, turn the distributor housing counter-clockwise, until the points just start to break open. If your points are set correctly, and your advance mechanism is working properly, then your timing will be very close. Then you can fine tune it running with a timing light.

It doesn't matter, but originally, number 1 on the dist. was towards the front. The data tag, wire connection, and oil screw/plug were all accessible on the outside.

I was hoping you could assist me by walking through the steps to fix the timing without having to move the distributor from its original location. Is there a way to just get things set and adjust the governor location?
 
What he posted is how to fix the timing. Get #1 at TDC of the compression stroke and rotate the dist until it's set to fire on a cylinder. As long as you have the plug wires on right, it'll run from there. You can remove the #1 plug and roll the engine by hand. When you feel air coming past your thumb (that you cover the plug hole with), you know you are coming up on the compression stroke. The gov technically doesn't care, but since it drives the dist, it does matter how it was put back together.

Just re read your post. Option B (and FAR more work) is to get #1 up (as described above) and remove the gov/dist assembly. With it out of the engine, rotate the gov drive to get a plug in the fire position, then try to put the gov back in without the gear getting off a tooth. It's much easier to loosen a couple of bolts and rotate the dist to get #1 firing.
