B Won't Start

The B I bought this spring was sitting all winter and the gas went bad in it. So far I have rebuilt the carb and starter, and sent the tank out for cleaning and lining. I got it all back together tonight and put a little gas in it to check for leaks - and I have one at the carb end of the line. I tried to start it and got it to pop, but it would not start. Is it possible that I just need more gas in the tank to get enough flow to the carb? I put in just enough gas to fill the bowl and see that I had a leak.

Yes, as sometimes there is a riser pipe in the outlet . It keeps crud from the bottom of the tank from going to the carb.
