I have an IB with a newly rebuilt engine so it is a little stiff. It has a starter with new brushes, but the starter won't turn the engine over. It draws 200 A on 6 V is that normal? I suppose it is possible the previous owner had the starter converted to 12V,how would one tell whether the starter is 6V or 12V ? Yes I know that 6v starters will run fine on 12 V, however I am an originalist and want to run the tractor on 6 volts.
 
I would take out the spark plugs and crank it over to test...... how long has the motor been "stiff"........ if it is tight and has not run yet, you may get into trouble with binding on the bearings or what ever is stiff....... If its new rings in a heavy liner, you might be able to wear it in with some run time........ drag start the tractor and let it run for a while to see if it loosens up.
