governor speed on wd45

Hi, After rebuilding a wd45 that never ran in my possession till now,I can't get the throttle to respond correctly. I have a way to high of rev's and they come a soon as the throttle lever is moved just slightly. Does anyone know why ?? Any help would be appreciated. thank you
 
Linkage can be hanging up or you have bad or missing springs on the linkage or in the gov it self
 
Governor arm to carb linkage synch is probably off. With the engine shut off and hand throttle wide open, remove the cotter pin from the link rod directly behind the generator and pull the link rod out of the vertical governor arm. The vertical arm should not move rearwards when you pull out the link rod. If it does, the link rod is too long. Bend the vertical arm or put a kink in the link rod to make it shorter. This length is CRITICAL to the governor working right. Make sure the cotter pin at the carb end is wound tightly and trimmed short so it cannot interfere with rubbing against the carb, causing sticking.

Thank you. That was the problem .. Now for some strange reason it doesn't speed up like before. Sometimes the engine will stop as if it's not getting fuel.. tinker tinker tinker
