D-17 question. What is this lever

So started up the old D-17 today. It has a lever I have never tried to move or for that matter I never really noticed before. It is under the gas tank and a bit forward. It is horizontal on the torque tube just forward of the oil fill up for the high/low clutch area. I have never tried to move it and well I grabbed it today to see if it would move and it would not. So what that heck is it??

Choke is part of the carb this is on the high/low area so has to almost be something to do with the drive system
 
To put belt pulley in gear. Rod with hand knob goes through hole in lower right corner of dash below tack meter to operate lever.
 
Very few D17s with the belt pulley option, but that"s what it is for. I"ve seen only pics of it.Only available on Series I, II, III. Series IV has the independent hyd pump in that area.
