What is a 'stepped' steering wheel?

I'm working on a '39 B. The steering wheel is not original - looks like it's from Volkswagon. Looking at new ones, they specify "tapered, keyed and stepped." The steering shaft is tapered ands keyed, but what is the 'stepped'? Is that the inside or outside of the hub?

I would think it would be the inside. Meaning the backside of the hub had a larger hole than the front side.

Could this mean a dished wheel to bring it closer to driver for more knee room vs a flat face?
