D-17 Front Crank Seal

Do I need to remove the frt. axle and bolster to remove the front crank pulley and seal? Also Has anyone seen an axle like this on a D-17. It ia a Norden mfg. by Mashburn in Russell Kansas.

You've got to get at least 4 inches of room for the pulley to slide off. If you need a puller, you'll need more room than that.
 
That means I'll have to pull the bolster. I do need to replace some P/S hoses so that may make it easier to get to them.
So is the pulley tightened with a bolt and jam nut on the side? It looks like that.
