WC radiator water level?

What is the cold water level as viewed through the radiator water cap on a WC? I ask because I always seem to fill it and it lets the water out the overflow at operating temp. I always though it should be above the fins but looking for clarification. Thanks
 
As long as it's over the top radiator header plate it's fine. If you over fill and bring it up to operating temp the excess will blow out the overflow. When it cools, that's the max. fill level.
 
In ford model A engines if you don't have some sort of restriction in the upper hose it can over power the radiator and make it puke out water. Some of them need a thermostat to not only control the temp. but also slow down the water flow. I don't know if this might apply to WC engines also. I have a WD, same engine, but I run a thermostat. The water level can be reached with my finger when it is cold and comes up when run.
 
I forgot to say if you have too much flow and it is puking out it will probably over heat after a while.
