locked up?

I have a allis B starter would not turn her over with 12 volt batt.took starter off spinns on its own ok.put tractor in 3rd gear rocked it fly wheel does not move,is it a locked up clutch or is the engine locked.ran two years ago been in the shed ever since, don't know where to start.thanks for any help,Pete

Pull the spark plugs and do a dip stick test of all the cylinders and make sure it does not have water/coolant or oil in the cylinders. If dry then try to turn it over again with the starter or hand crank. If you can not turn it over then fill the cylinders with ATF and put the plugs back in. Let it sit a week or so then pull the plugs and try to spin it over with the starter. One that sits tend to lock up due to condensation and rust which causes sticky rings etc.
