D17 Power Director/Pto stick??

Forgive my utter ignorance on Allis tractors. I've been raised on Massey, Ford, and Farmall tractors. Traded a massey 235 today to a D17 gas with power steering and a loader.

The guy I took it on trade from thought the high range was out on it, because moving the tall level by your right knee didn't put it in high range. I talked to my dad tonight, who says the stick is to disengage the drive and allow the PTO to continue running.

Some things I'm reading suggest both of them could be correct. What the heck does the stick do, and what can I do to see if it's functioning correctly?
 
Squeeze down on the button to release the neutral safety lock and hold it down. Then move the long lever all the way forward for HIGH range and all the way back near the seat for LOW range. In road gear LOW is 11 MPH and HIGH is 15 MPH wide open throttle.
 
Could be a simple fix or adjustment or a big problem. I would try working it forward and back some with out it running and see if maybe it is just locked up due to not being used or if it is a bigger problem like it not being run with oil in it etc.
