Lot of heat and a big hammer. You can also cut it out with a reciprocating saw. Cut small chunks out, pound more in, cut another chunk out. The inside piece usually isn't stuck. Not a fun job from what I've read. You can buy stainless replacement pins.

I drill a 3/4 inch hole in a flat strap, weld it to the pin. Apply candle wax as it cools- seeps in and loosens. Use the strap as a handle, pound on it to rotate. Can usually re-use pin after grinding off weld. Install with Never-Seize.

Used pb blaster for several days on mine, then took torch to lower housing and heated and let cool, keep spraying with blaster as it cooled, put vise grip on pin and started going back and forth, slide out easily
 
I didn't have brains enough, to think of making a hole in a flat strap. I grabbed a 11/16thsx5/8ths long box end, and welded the 5/8ths end on to the pin. I now have a 11/16ths box end with nothing on the other end, and to make things worse, I belive it was one of the few, of my late fathers wrenches, that are still left from the early 1950's.
 
I now have the 3 /4 hole in 2- angle iron angles 2x2x1/4 2 foot long now to weld them on the pins
Going to be couple days before I get to it as I went camping tell we'd. At camp dubay ne'er mosenee wi.
When I get home then I will try. I have been syringe pub blaster on for 4 days so when I get home we see what happens

Back from camping had good time
Well I welded the 2x2x1/4angle to the pivot pin and when I put some pressure on angle
It broke off the weld did not take to the pin I used 7014 rod at 150 temp on welder
So any other ideas how to get pin out?
This is a very hard temper pin can not even cut it.
