Snap Coupler Repair Kit

Has anyone used these? I just purchased a couple kits because the "knuckles" on my D17 were missing the springs and most of the "rivets" and such to hold them.

The kits seem to be complete and most of the parts make sense (the rivets and set screws/locking nut) but the "rod" that slides through the top half, which holds the other end of the springs just loosely fits. I notice on old, complete knuckles that this rod is tight as does not move. What am I missing in this picture? Is there a process I am unaware of?
 
I put new ones on my WD 45 and pins would move until springs are put on. With the tension of springs they won't move after springs are on.
