wd ignition timing

wd would run slow or wide open. removed governor, it was rusted and stuck; got it loose.

removed distributor to do this. now i cannot find anything on flywheel except a mark labeled fire.
manual says to ignore and find tdc. what to do?
 
You have a distributor? When timed and working properly, a timing light will show #1 firing at the "fire", or advanced mark when wide open. Then as you slow the engine down the advance in the distributor should retard, moving the firing back towards TDC. It probably won't get all the way back to TDC, but as long as the advance works, it should be OK. Seems like TDC, if not marked, might be at a pressure plate capscrew? I can't remember. Also, the setscrew in the front pulley will be either straight up, or straight down. Can't remember that either!
With a magneto it should fire near TDC while cranking, thanks to the impulse. But once running, the timing will be advanced to the "fire" mark, if timed properly.
So, if you get #1 up on compression, and find the "fire" mark, and rotate the crankshaft a little more, to where the setscrew is vertical, you should be OK.
 

The manual says to crank engine until #1 piston approaches TDC on compression stroke. The TDC mark on flywheel should be visible through the inspection hole at this point.
All my tractors have the TDC mark as well as the "Fire" mark.
