Allis Chalmers CA: Throttle problem

I have a 53 ca, when I first start it and give it full throttle it does not have a very high rpm, maybe about around 1500, but once I put it in 4th gear and run it a little in that gear, the rpm seems to be high, what is causing this. It affects it when pulling hills and using my side mower.
 
the CA has an high rpm of 1650
what you are hearing and feeling is the govenor doing the job it was designed for that to maintain the set rpm
when your tractor is under load the govenor will open the throtle to increase rpm
its mechanical so response letting off can get higher than normal standing still no load running
it's 100% normal for them
 
The exhaust sound is different under load than it is with the tractor setting still at the same rpm's. That may be what you are noticing.
A working governor will hold the rpm's the same within the horse power of the tractor. When the load exceeds the tractors HP the rpm's will decrease as the load then increases.
