On a WC how do you time the gear on the cam to the gear on the governor? This does have to be timed for the mag to be timed doesn"t it? I do not find any marks on the gears and the book that I have isn"t clear on this.

I-T manual paragraph 84 page 17 explains it word for word. Cam gear has a single mark an the cranks shaft gear has a double mark and you line those up with each other
 
I saw that in 84 which refers to timing the cam to the crank and refers you to the governor section for governor to mag but in that section I do not find timing instructions. Also I have no marks on the governor gear.

align cam mark and crank marks. put #1 on TDC. Crank pulley bolt will be pointing down. Install governor gear with mag drive gears in horizontal position.
 
I had the same problem with mine (no marks on the governor gear). I mounted the mag to the gear casting and then timed the mag though the instructions in the manual by meshing the governor gear into the cam shaft gear. I used the method in the IT manual to time it to the FIRE mark (30 degrees BTDC) on the flywheel when viewed from below the bell casting.

The mag drive gear in horizontal is the clue I needed. I was trying to time the governor to the cam gear because I was assuming that it should be in the correct place for mag timing.

That was my problem I was trying to time the governor and now I see that you just time the mag and if it isn't correct you move the governor gear to get it correct.
