left final drive is over full. is this a problem?

there is a hole in the housing that holds the distributor. about
3/8 inch, in diameter, it has no threads that i can see.
should this be covered?

front steering pedestal has a plug (directly in front) (between the wheels) (row crop tractor) that i consider a place to oil, do i put oil in there? i do not find any mention in owners manual to oil this.
 
As long as the final drive isn't over full due to water, it'll be fine. Not sure what the hole is for in the dist drive, but it's in all of them and never seems to bother. Front pedestal is filled by removing the plate on top. 4 bolts and a cork gasket. Bottom seals are probably shot, so I'd go with corn head grease (thin tube grease) as opposed to any gear oil recommended.
