I recently bought a 190xt and it did not have a hyd pump on it, got a used pump put on and now the power director works but no power steering, just really stiff. any help appreciated. thanks.
 
AC used the same BASIC system on several tractors, and yet each one was a little different. Some of the pumps had two or three sections, and were simply a pump. Some had a valve in the back end. If your pump does, I would take that apart enough to see that it's not stuck. I wonder if it's possible one pump section is weak enough that it didn't prime, even though another section did? Have you tried bleeding all pump outlets so that you know they're working?
 
First thing I would check would be the flow divider at the rear of the hydraulic pump housing. Remove the plug and make sure it is free. If stuck, make sure there isn't anything like a metal flake in it. If so, it is probably coming from inside the pump.
 
I took one of the pugs on the outside of the pump out with a spring and a conically shaped steel piece.... i think this looked like a check valve? there was some gunk in there and i cleaned it out well. it seems to be working a bit more but not great. i bled all the lines by cracking them and also jacked up the front end of the tractor and moved the wheels from side to side full travel many times...... It still will not steer with 1 finger like my 175 or d19.....do i need to remove the rear if the hydraulic pump to get at the other plug facing towards the inside of the engine? thankyou !
 
On the top of the hyd pump, directly underneath the engine oil fill neck, you'll see a hex plug that takes a 7/8" wrench. Remove the oil fill neck. Remove the hex plug. Pull out the spring. Now, what's left inside is a hollow spool that may be stuck. Try and hook it with a stiff wire or a round file. Get it out of there and polish it so it is free to move up and down. Then, see what your steering is like.
