Carb trouble on a D-14 engine

Lately the only way my D-14 engine will start is if I put the throttle as far as I can to the idle position. After it starts it runs fine. I soaked the (stock) carb in cleaner over night and put a rebuild kit in it and set the float, then set both idle and high speed adjustments 1 turn out per rebuild instructions. I still have the same problem. Anybody have any solutions? Thanks, Ron
 
Just soaking a carb and then putting a kit in is not good enough. You need to use carb cleaner spray and spray out all passage ways and also poke out all the passage ways wit ha piece of wire or as I use a torch tip cleaner tool then blow out and spray out again. Also when was the last time you serviced the air cleaner. Could be full of water or this time of year ice
 
Thanks for the comment. I did use carb cleaner on all the passages and they seemed to blow through, although I didn't go through them with a wire tip cleaner. Today I also checked for a vacuum leak at the intake manifold and that was ok.
 
the way I clean a carburetor is to boil it in strong soap water before disassembly. I disassemble it while it is still quite warm. After removing the jets I boil it again and then put it all in a carburetor cleaner basket to soak until I get back to it. Sometimes over night and sometimes a week or so. I then rinse it out in water and go thru all the passages with wire drills, dental picks, small brushes and run taps in the threads. After that I rinse a gain with water and blow it out good with compressed air. I suppose the carburetor cleaner in a can could be used to blow it out. I have never found a good use for carburetor cleaner in a spray can except to clean the outside if I use a wire brush with it. It will help get the black out of the finger print grooves on my hands.

Spraying with out using wire etc is not good enough. The spray being under pressure will go past stuff that gas will not go past which is why you maybe having problems
 
Thanks guys for the response. You talked me into taking that carb apart again. I'll soak'er down again and run a tip cleaner through the passages this time.
