That carb dip cleaner is some amazing stuff. I have never put a carb together that clean. Same issue. Will starve for gas at high load or high RPM unless the choke is out. Must be a bad carb or wrong jets in the carb. It could be someone put the wrong rebuild kit in it years ago.
 
Did you take the carb apart and boil it in water for 15 min? Gets a lot of stuff out of passages.
 
Check the needle valve it may not be opening all the way and I guess you made sure you're getting a full flow of gas to the carb.Also I worked on the carb on my D19 for a couple hrs once as it sounded like it was running out of gas turned out to be a bad condensor in the dist.
In addition there are supposed to be two very small holes in the bottom of the carb I've had to drill the gunk out of them to get them open and if they aren't open the tractor will starve for gas.If the venturi isn't seating correctly it won't get the gas like it should.
 
Ok so this may sound funny but if your spark is weak it will cause that problem also. You need to check your spark and make sure it is a good blue white in color and will jump a 1/4 inch gap or more. Also when was the last time you serviced the air cleaner.
 
I had a WD45 that acted just like that. It would start and idle perfectly, but would bang, pop and miss at higher rpm. Turned out to be a weak coil. It would put out enough voltage at low rpm... but the spark fell off the higher the rpms went. Just a thought.
 
Choke out means it is starving for gas. May not be carb. Check gas thank for crud in outlet or any fuel restriction.
