D-15 lost steering suddenly

I have a D-15 that stopped steering. It had power steering. The wheel turns freely, and the engine labors slightly when I reach the end of the travel for the steering wheel, just as it always has, but the steering arm does nothing. If I pick the front wheels off the ground with the loader I can move the wheels back and forth easily. This is a shuttle shift tractor with a front hydraulic pump for the loader, but I'm guessing that the steering runs off of a separate pump. It seems like a linkage issue to me, but I am wondering where to check the oil level for the steering system. There is a breather in front of the radiator and the oil comes to about an inch and a half from where the breather threads into the casting.

Anybody have any idea what I should be looking at?

That breather in front of the radiator is where you check the power steering. It should have fluid covering the gears inside there. I would agree it's in the linkage somewhere. Jack it up and watch what doesn't move when the wheel is turned.
 
Without having taken anything apart, everything still turns until it enters the control valve body. I think I'll need to take the radiator off to be able to see much beyond that.
