Diesel specialist

The past few days I have been running the '65 HD3 Allis dozer. After using it for about 2 hours at half throttle the diesel increased in rpm without moving the throttle. After the engine increase in rpm it sputtered a few seconds and ran fine. It happened two more times in the next 30 minutes. Why? Thought the governor, if it has one, may have caused it but I am not sure? When it comes back to normal it runs fine which may rule out fuel filters which have not been changed for years. It has a Rossa Masters injector pump. Any and all thoughts are welcome.

I am not an expert or specialist but the governor ring aka the
flex ring could be going bad. If I remember right, your dozer
sat awhile and that can shorten the life of the innards in a
roosa pump. I have recently bought two ACs that sat and
have had to overhaul both pumps because the flex rings were
shot. If it is the flex ring, there will probably be little pieces of
the rubber in the return line back to the tank. This diagnosis is
pure speculation.... The symptoms just sounded familiar.

If needed, where is a good and reasonable place to have it worked on? Some place in Minnesota is preferred.

I have always taken my pumps to diesel systems in Mankato,
MN. Three roosa pumps and have been satisfied with the
rebuild. I have inquired elsewhere Montevideo, Esterville IA
and the prices for parts and labor were pretty consistent so
since Mankato is closest, I haven't tried the other two.
