Pulley on C Generator Bracket

I was putting the carb back on my '47 C and noticed a pulley bolted on the lower generator bracket. It looked really weird and we are having a hard time coming up with a purpose for the thing. The tractor had little to no paint on it when I rattle canned it in '99 so I don't think it had been repainted. Since I didn't pull the generator off when I painted it and the pulley has a nice coat of faded orange paint on it that matches the other area behind the gen I didn't paint. I wonder if the paint is from the factory... maybe I lobbed some behind the gen too and it is a custom field modification. Any ideas?

That is there because some farmer need it to make something work for him. Now what it was for well who knows unless you can find the guy who put it there
 
It is about 3" below the throttle shaft and close enough to the carb to be a pretty nasty angle to get to the lever for the butterfly. There is a strap over the "top" of the pulley. All I can come up with is to raise some dainty thing under the front of the tractor.
 
im guessing there was a cable from the operator seat over the pulley, down to the mower deck ?? to lift the chute or something like that.
