Problem with how the 49 WD runs

Well, I got it running off the battery. Starts real easy, but, I can hear the pistons firing easier than I can on my H. It also dosent romp from low to high, but rather wallows its way up there. Finally, it dosent seem to have any power. Whats your thoughts? Ive replaced the plugs twice, Whats the gap set for a WD. I was told .30

There are Tune-Up specs in the left column.

Points should be set at 0.020 and the plugs gaped at 0.035 as per the I-T manual. As for the gov try pushing and pulling on the rod from the gov to the carb and see if it tried to speed up and slow down when you do that both way. You may have a weak of missing spring or a gov problem
