Allis WC Running Problem

I have a 1939 WC that has been running fine but recently the engine began surging, loosing RPM and coming back, like running out of fuel. In fact at low RPM it will quit. Is this likely a governor problem or carburation?
 
Yep that is the problem. Good chance your carb has some dirt/rust in it but could also be a weak spring in/on the gov.
 
sounds like a dirty fuel problem to me. Pretty common scenario on old units. I have a couple the periodically I have taken sediment bowl out of them drain the tank and clean the crap out of the top of the bowl.I usally get particles of rust and the occasional stick out of them.
 
Dirt it was. I removed the mixture screws, squirted some cleaner into the openings, reinserted the screws less 1 1/4 turns and it is running fine. Thanks for the help.
