WD Compression

I have a WD that I have been working on since I bought it in April. So far, I have replaced the intake manifold and gaskets, put a carb kit in, rebuilt the ignition system, and installed new valves. Right now, it will not start at all. I checked the compression, and it is around 75-80 on all cylinders. Is this enough for the tractor to run? Is there something I may be overlooking?
 
To me that compression sounds like it is way to low. Shoot for the N series flat head fords compression has to be 90PSI or more to run well and a WD engine should have a heck of a lot more compression that any flat head engine will have. I would try putting say a couple table spoon full of ATF in each cylinder and let ti sit 24 hours then check compression again
 
Update: I do have the tractor to the point where it will fire up on carb cleaner, then shut back off. I would assume this is a carb problem. Am I correct, and if so what should I check out on it?
 
primed cylinders will fire with fuel,air, spark and start with no compression but it will not run because the cylinders create no vacuum to suck in fuel. yes you need the compression higher to run well but it seems you have enough, so try an ounce of 20-50 oil in each cylinder to help them seal and try that immediately. you don't say how long it has not run so the rings may be stuck and as old says soak them in ATF for several days. whatever you put in the cylinders ends up in the pan. if adding any liquids to the cylinders, spin the motor over briefly to remove excess and not hydro a rod! good luck!!!

I put ATF in the cylinders and let it soak a few hours. It brought the compression to around 130 or so. That was yesterday. I tried it again today, and the compression is back down, around 80 to 90. Should I leave the ATF soak more, or is there something else I should do? BTW- The tractor has probably not run(other than on carb cleaner) for a few years, maybe a little longer.
 
yes it will run, but gotta make sure you you have gas in the carb and main jet is open enough. putting in a carb kit don't do much unless it is soaked in carb cleaner and all passages are blown out with air and free. sometime it just takes a pull with another tractor, as a first start it needs faster turning to get cyl's to build compression and get the vacuum up to suck fuel from carb.
