CA Govrnor change

I have never done this. Can I change the
governor without removing the sheet metal and
radiator? Thanks

You should be able to by removing the distributor housing. What all are you changing and why?

The motor will sometimes over-rev. Under load the
governor does not advance. Thanks for your help.

Probly not a governor problem. If you reach behind the carburetor and rev it up and the governor trys to hold it from reving up it will not be a governor problem. It is the governors job to limit and hold rpm's steady to the point the engine has the horse power to do so.
