WD fuel problem

I have an intermittent fuel problem on my WD. It will run fine for hours even under heavy load then suddenly start to surge like it"s starving for fuel. Seems to be more apt to happen when going up a grade. The fuel tank is clean and even took it off and drained it to be certain nothing was plugging the tank outlet. Sediment bowl and screen are clean and there is a new fuel line from the bowl to the carb. The carb itself was rebuilt a couple years ago and is clean. Float valve looks fine. Although the book says the WD used a MS TSX 159, this one is a TSX 851. I set the float at 9/32 same as the TSX 159 spec since I couldn't find the 851 spec and it looks correct (slightly below level). I've even polished the float where the float valve contacts it. I"m at wits end trying to figure this one out. Any ideas?
 
Since the tractor will run for hours without a problem it may not the carburetor. Surging when the tractor is under a load may indicate a governor problem. The next time it surges hold the throttle linkage next to the carburetor to see if the surge stops. If so, you may only need to install a spring on the throttle linkage to stop the surge. I had a D10 that surged badly when started and a spring fixed it.
