Allis D Road grader question.

I bought a Allis D road grader last fall and we just got around to getting it out of the shed and I was wondering if there is a High and Low Gear in it. It is completely Worthless at the moment because it runs at 12 mph in 1st gear which is way to fast for grading. TIA
 
There are possibly a couple of issues at play. First, the D grader is geared a little fast for some reason in my opinion. Might be fine for straight flat roads but too fast for tight tricky work. Fortunately the engine has enough torque to be able to work throttled down to a fast idle. This leads me to the second issue. Your governor may need some adjusting. When I got my D grader the governor was very unresponsive and would not respond to load and would rev way up when the load came off. The linkage is not adjustable but that is usually what is needed. I will describe what someone posted on the other Allis site a few years ago that solved my problem.
With the engine off, pull the carb to governor linkage rod off at the governor lever end. Move your throttle control to full throttle. Move the carb linkage so that the carb is fully open. The hole in the governor lever should line up with the end of the throttle linkage rod so that it could slip into the hole without moving either the lever or carb linkage rod. In my case the rod went past the hole by about 1/2 diameter. To shorten the rod I put a slight bend in it until it lined up with the hole. I reconnected the linkage, fired up the engine and now had a very responsive engine and it has worked fine ever since. It would be a little trickier if the rod had to be lengthened.
They did have and optional two speed auxiliary transmission available that was essentially an underdrive that gave some slower operating speeds but were not common on the earlier graders.

Just to make sure that you have the shift pattern correct although I wouldn't think so.
Right side: forward is 1st and back is reverse.
Centre: forward is 4th.
Left side: forward is 2nd and back is 3rd.
Should be less than 3mph in 1st.
