WD45 3 Point Arms will not lift

I have a WD45 that I got from my brother. I used it last year to mow with and parked it in the shed over the winter. When I went to use it this year the 3 point arms will not lift the mower. What suggestions do you have for me to troubleshoot my issue? Thanks!

First, check the fluid level if you haven"t done
that.
Second, check all the linkage to the hydraulic
control valve and specifically make sure that little
thumb wheel is turned so that its point engages the
hole in the sliding plate.
I know that wheel tends to unscrew on my WD every
now and again.
