Hooked my D-17 to a 3-14 snap -coupler plow. Leveled it up on blocks in the shed. Went to the field and it plowed about 4 inches deep. I find only one adjustment, the top crank which changes the angle fore and aft. What am I missing?

Top crank does not change fore and aft- it sets the depth. Worn plowshares will keep it from penetrating. IIRC, facing the crank from the seat, clockwise should increase the depth.

IF the plow "HEEL" is set too far down, it will prevent the rear bottom from going in...
The "Heel" should leave a mark in the bottom of the furrow, but not prevent the rear of the plow from attaining the correct plowing depth.

The Crank definitely controls over-all Plow Depth..
Cranking the upper link (the Crank Clockwise-looking from the tractor seat) will make the plow go in deeper, BUT, over-doing it will have the Plow "Over-Beamed" and the rear will not go in deep, but the front will be going in VERY Deep..
You will need the rear wheels set "IN" to the 1st "stop" position on the wheel rails.
I have seen a couple plows set to the absolute "Inside" position on the wheel rails, but it is easy to slip the plow over on the Main lifting Cross-Bar..so you can use the correct "1st stop position" (where you can put one stop on each side of the Eccentric on the wheel rail..
Those old AC plows were handy (just hope it is not too rusty).!
