HAVE A WC FT END ON A WD45 FOR PULLING AND THE FRT END IS PRETTY LOOSE GOING DOWN THE ROAD. HAVE PUT NEW PINS IN AND TIGHTENED GEAR UP TOP. SEEMS TO BE IN BOTTOM OF PEDESTAL. SOOO BEFORE I START TEARING APERT WHAT TO LOOK FOR OR SHORTCUTS.DWC

Probably the bottom bearing is shot. If you jack up the tractor so the front is hanging loose you should be able to see if that is where the play is.

Could also be the setscrew and key between the wheels on the spindle casting. Straight key and straight keyway make for wobbly steering.
