wheel locks not tight

My ca has a spin out on it that was blasted, repaired, and painted. Now it wont tighten back up. I put large gobs of weld on the 3 tighteners but that only lasted till started going down hill any ideas what happened? can i still get new tighteners?
only had one stop on it, was there subpost to be 2?

It should have 2 stops per wheel.

Are you sure that you reinstalled the eccentric blocks when you put them together. They should require a bit of torque to get them tight. LOL Bob

made a mistake there are 4 ecentrics, after they blasted the wheel, and i painted it 2 coats primer, 4 coats paint. still lose did they blast to o much off? i will try a secound stop.
