C front wheel shimmy?

Guys, When adjusting a narrow front C to remove the "hard road" shimmy would I remove the small shims under the capscrew that holds the bevel pinion gear,or would I remove the larger one between the pedestal itself and the front support? I have replaced the front wheel bearings on both wheels already for what its worth. I have been into the front end on the larger WC but not the lil C. Thanks for any help. sincerely, Hoss
 
The spindles are welded off center to the back of the shaft for a reason. Try pushing a shopping cart and keep the tire leading the swivel bolt.
 
Guys, thanks for the replys,sounds like I should start out with removing the large shims tween the pedestal and front support. Dick the "spin it" 180 degrees had me a little baffled to, like you said the "grocery cart" syndrome. Thanks again, Hoss
