How does one replace this gear? My wd45 has this
gear stripped as well. Is there a way to replace this
gear without breaking the tractor in half?
 
You likely have the PTO dropbox removed. Snip the safety wire and remove the set screw. Remove the hydraulic pump and you will see the end of the shaft that supports the intermediate gear.

Sit on a low stool with your left hand grasping the intermediate gear and with your right hand ready to pull on the end of the shaft. With your left hand, try to use the intermediate gear as a slide hammer to tap the shaft into your right hand fingers. If it is stubborn, you may be able to get a small drift into the dimple for the set screw on the shaft and tap it out. Catch the falling parts. Your chances are best if there has been oil in these reservoirs recently.

To replace the gear, you will have to fasten the end washer to the gear by some means as there is not room for your fingers to hold it on. Use thread, grease, glue or whatever appeals to you.
