H3 governor

Hey guys, I have an H3 dozer and lately it has started to stall when under load and race like crazy when there is no load. I followed the manual and set the carb throttle wide open and adjusted the crossover rod to 1/16" from the hole. then I went around to the other side to adjust the idle. I removed the stop nut and bumper screw like the manual says but the governor arm is 3/4" from the stop screw (see picture). I could replace the screw with a longer one, but I don't think that will help the problem. The engine idles perfect with the throttle lever all the way foreword, but if you just breath on it it starts racing out of control! I also took off the side covers and lubed and made sure all the linkages were free and not binding. Anyone ever run into this problem? I guess the next step is to open up the governor and check the weights and springs.Help!

That stop bracket and bolt was not on the early engines-it's not all that important. You should be able to adjust the hand throttle lever-to-governor lever linkage so that when the hand lever is wide open, the gov. lever pictured is almost touching the gov. output lever- which is hiding behind the lube fitting in your picture. You did take the oil lines off didn't you? Or are they missing?
The governor spring that is calibrated to give you a specified wide open speed is the one pictured. So there's only weights inside.
And yes, the gov. to carb. adjustment is made with the carb. wide open. But you also need to be sure the gov. is wide open.
Any idle adjustments are made at the carb.
 
H3 is the same as a D-14 engine? anyways my AC Model D motorgrader (same engine as the D-17) all of a sudden (a few winters ago while plowing snow) rpms started racing or it would shut off. The fellows here told me it was the weights in my Govenor that blew apart. So I took the dist/gov assembly apart and yes the weights were totally disinegrated in lots of pieces. Had to find correct weights (the ones from a gleener E engine dont work) had to pull the engine, oil pan, and front timing cover to check the gears (yes they were broken too). So I replaced the timing gear, and the weights, new oil and gaskets and yahoo the problem was solved. Possible this is the same problem.
