D15 Series II Power Director repair

I have a D15 Series II and the Power Director "hand clutch" no longer engages, preventing the tractor from moving. The handle moves too far forward and completely back to the seat. It is obviously out. It had a hard time staying engaged in the high "forward" position. Would not stick and pop back unless it was engaged and held forward for at least a minute. What is the best manual to purchase that can help me to repair the director and is it hard to do? Expensive? Parts needed? Thank you for the information.
 
I would first check the set screw at the bottom of the lever. Remove the jam nut, and turn in that set screw, as you move the lever back and forth (tractor OFF), when you find the right spot, the pointy set screw will go up into the center drilled shaft. Then tighten lock nut.

If nothing happens, then you might have internal problems. Pulling the side inspection plate is the next step...
