Allis Chalmers WC magneto alignment

Can someone explain how to align the governor and magneto
on a 1936 Allis Chalmers WC. I have taken them off and need
to put it back together and the manual that I have does not
explain it. Do they align so that the dot on the magneto gear is
straight up when (points closed) and the flywheel is set to the
Fire mark or to TDC?
 
Take number one plug out and put your thumb over the hole. Turn the engine by hand till you feel compression in that cylinder. Bring that piston to TDC. Now your mag drive on the back of the governor should be horizontal. If not pull the gov out and rotate it so when assembled it is horizontal.
Put a wire and plug in the mag at the top closest to the block in working position and click the mag till you have fire on that wire. Back the mag up just enough to be horizontal and mate it to the drive on the governor. Connect that wire to Number 1 plug and continue clockwise with 2, 4 and 3.

Assuming you have the FMJ magneto and it is properly timed internally.

1. Make sure you are on the compression stroke of #1 (Front Cylinder). Line the Fire mark up in the window at the bottom of the bell housing.

2. Mount the magneto to the governed shaft.

3. Remove the distributor cover from mag.

4. rotate the magneto backwards until the rotor approximately lines up with the 4-cyclinder raised bar (should be in the upper right corner).

5. Mount the assembly into the tractor so when the gear meshes you are still lined up on that mark.

6. Bolt the assembly down and then fine tune the mag angle so the rotor lines up with the mark. Tighten the mag

7. The wires from front to back of the engine are 1 upper left; 2 upper right; 4 lower right; 3 lower left.

The tractor should be properly time.
 
The Fire mark is used with a timing light at high idle. Timing static should be at TDC mark on the flywheel.
 
Not if you use the method I described in my post. FIRE is 30 degrees before TDC. The mark under the cap of the mag sets the rotor properly at the FIRE mark on the flywheel. Rotating the mag backwards takes the impulse out of the equation. This is the procedure described in both the IT manual and the Allis manual for setting the timing on a WC with the FMJ mag.
