allis C governor spring

I'm restoring a '45 allis C. My grandfather "cobbled" a lot of things together on it and I'm paying the price to get back to OEM. I cannot find where the governor spring attaches to. There is a small hole in the linkage from the governor to the carb about 3-4" from the carb butterfly. Not sure where the other end attaches too????? Any ideas?
 
There is a light spring which may or may not be necessary that goes from that hole up to a manifold stud. It is an anti-surge spring.
The governor spring is the one on the right front corner of the engine attached into the linkage. It is calibrated to give you the correct RPM at wide open throttle.
