190 Power Steering

I lost power steering on my 190 allis. Could it be the flow control valve? Took plug off the top but i can not get valve out, do i have to remove the hydraulic pump manifold? Any Ideas.

I don't think removing the manifold will help much because I don't remember any access to the spool from the bottom. As I recall, I've pulled a number of stuck spools with a pair of snap ring pliers. The duckbill type that spread out for external snap rings without holes. Sometimes those spools can get stuck pretty tight.
